Oxygen: Social Intranets, Collective Intelligence, and Government Practices 1 Citation How well are government intranets modelling the participatory protocols needed to develop the skills for effective government-citizen engagement? Does the inclusion of social media forms and user-generated content (chat, collaboration work, content sharing) add or detract value from the interactive online space at work? This paper presents work on a small Australian case study drawn from a comparative study of e-participation projects within government in Australia and New Zealand. This paper focuses on the development of, and everyday practices in, a password-only subscription intranet, Oxygen, which has been operating since December 2006 in the South Australian public service. Specially developed through funding gained in an internally-competitive round, Oxygen is designed by, and for, a specific demographic of young media-savvy professionals., delicious.com

Theoretical Frameworks for Researching OER ~ Stephen's Web ~ by Stephen Downes 1 Citation Theoretical Frameworks for Researching OER
One line from this caught my eye: "Only theories provide transferability." Specifically, "theories are almost by definition applicable across contexts in that the validity of any theoretical principle is assessed precisely by how well it can account for the research findings in a variety of contexts." Well, it's one thing to say that theories are adjudged according to their wide applicability. But it does not follow that only theories provide transferability (from All A are B it does not follow that all B are A). The reason I raise this is that I have seen it asserted that academic work must be placed into a 'theoretical framework' as determined by 'the literature'. Which, to me, is justified only by mistaken reasoning such as we see here. Stian, Random Stuff That Matters, November 12, 2008. , delicious.com
